UFAHAMU (Alama 15)

Soma taarifa hii kisha ujibu maswali.

Mwanamke amepewa umuhimu mkubwa katika jamii. Jamii imekuwa ikimtetea apate haki sawa na Mwanamme. Katika nyanja zote wa kitaaluma na hata uongozini, Mashirika mengi ya kiserikali na hata yasiyokuwa ya kiserikali yameundwa ili kumpigania mwanamke asidhulumiwe. Hayo yote yamefanyika kwa imani kuwa mwanamke hajapewa nafasi anayostahili katika jamii. Leo maendeleo makubwa yamefikiwa katika juhudi za kumpa hadhi mwanamke.

Wakati juhudi zote zimeelekezwa kwenye kumkinga na kumpigania mwanamke, mwanamke amesahaulika kiasi kwamba maisha yake yanakuwa hatarini. Kijana mwanamume aweza kukosa kutambuliwa. Hakuna anayejali wala kujishugulisha na elimu ya mvulana. Kila mtu anamwangazia msichana na mwanamke. Mvulana ameendelea kuteseka na kufika kiwango cha kujiingiza katika ajira kabla ya umri kumruhusu. Mvulana ameachwa kujiangamiza kupitia dawa za kulevya. Wanatumia dawa kama vile bangi na zingine za kujidunga kwa kutumia sindano. Fauka ya hayo, wavulana wadogo wamekuwa windo rahisi kwa wanawake vikongwe wenye kutaka kupoza kiu yao, hivyo kuwatumia vibaya kwa kuwazubaisha na pesa. Mvulana anatumiwa kama chombo cha wanawake cha kujiburudisha.

Ama kwa hakika hakuna msiba usiokuwa na mwenziwe. Wakati tunapohuzunika kwa sababu ya dhuluma dhidi ya wavulana, baba zao nao wako taabani. Wanaume wameanza kuteswa, hasa kupigwa na wake zao. Sasa watakimbilia wapi? Wanawake wanalo shirika la FIDA linalowatetea. Je, wanaume nao watatetewa na nani? Labda waunde MIDA! Hata hivyo, tatizo ni kwamba ni wanaume wangapi ambao watatangaza hadharani ya kwamba wanateswa na wake zao? Ni wachache mno. Kwani, kufikia mwisho wa mwaka 2003 ni wanaume watatu pekee Kenya nzima ambao walikuwa wamejitokeza hadharani kusema kwamba wamepigwa na wake zao, ilhali ni wengi waumiao.

Kwa nini inakuwa vigumu kwa wanaume kutangaza mateso yao kutokana na wanawake? Jibu bila shaka ni swala la utamaduni ambao unamsawiri mume kama kiumbe bora zaidi kuliko mke. Mwanamume vilevile anachukuliwa kama kiumbe mwenye nguvu kinyume na mke ambaye anaonekana dhaifu. Kwa hivyo kazi zote za sulubu zinamwangukia mume. Mume ndiye kinara mwenye kutoa amri zote pale nyumbani. Hata anapougua au kuumia anastahili kuvumilia asitoe machozi kama mtoto mdogo. Hiyo ndiyo picha halisi ya mwanamume wa kiafrika. Je, itakuwaje mtu huyo kukiri ya kwamba anateswa na mkewe? Haileweki kutokana na hali hiyo hata MIDA ikiundwa, huenda ikakosa wafuasi kwani wale waliojitangaza hadharani jamii inawaona kama waume dhaifu.

Ukweli ni kwamba, mwanamume anaumia. Kwa hivyo juhudi zisielekezwe tu katika kuimarisha maisha ya mwanamke bali hata mume ashughulikiwe.

2. UFUPISHO (Alama 15)

Soma kifungu kifuatacho kisha uyajibu maswali yanayofuatia:

Mwelekeo wa utoaji mafunzo kwa walimu wa shule za sekondari nchini unazua mjadara. Hatua katika nyanja hii zinaonekana kuchukuliwa bila kutilia maanani utabiri wa idadi katika siku za usoni.

Hapo miaka ya tisini, walimu wengi waliohitimu katika shahada za digrii na diploma hawakuegemea upande wa Hesabati, Sayansi na lugha (Kiingereza na Kiswahili). Hivyo kukazuka kampeni za chini kwa chini katika vyuo vya nchi ambapo walimu – wanafunzi walihimizwa kusomea Hesabati, Sayansi na lugha. Hili lilionekana kuwa suluhu kwa wakati ule kwani punde idadi ya walimu hawa ilikuwa imepungua ilionekana kuongezeka. Ni wakati huu ambapo walimu wa masomo haya walipewa marupurupu maalum maarufu kwa jina “special allowance” kwenye mishahara yao.

Idara za Dini, Historia na masomo mengine husika zilipuuzwa na idadi ya wanafunzi waliojisajili hapa kupunguka kabisa. Wanafunzi katika idara hizi walionekana kutokuwa na matumaini ya kuajiriwa kwani wenzao waliokwisha hitimu walikuwa wengi kupindukia.

Hali hii ilidumishwa na miaka ya karibuni imeshuhudia tatizo lingine tofauti. Uhaba wa walimu wa Dini na Historia na ongezeko kubwa la walimu wa Hesabati, Sayansi na lugha. Dalili zake ni ukweli kwamba shule nyingi hazina walimu wa kutosha katika Dini na Historia na zinapotangaza nafasi hizi kuwa wazi, hakuna wanaojitokeza kuzichukua. Miongoni mwa walimu waliohitimu na wanakosa nafasi za kazi, asilimia kubwa zaidi ni wa Hesabati, Sayansi na lugha. Swali ni “je, kwa nini mambo yabadilike haraka jinsi hii?”

Lawama zote zafaa kurundikiwa Wizara ya Elimu hasa idara zinazohusika na tarakimu na utoaji wa mafunzo kwa walimu, kwa kufuata njia za kitaalamu, inawezekana kukadiria idadi ya walimu watakaohitajika katika masomo mbalimbali kwa kipindi cha miaka hamsini au hata zaidi. Maafisa katika idara hizi wafaa kuwajibika na kutoa mwelekeo dhabiti ili kuiepushia nchi matatizo kama haya.
